Medical & Dental Electrical Compliance
Understanding Body & Cardiac Protected Areas
Medical and dental practices in Western Australia must comply with strict electrical safety standards to protect patients and staff. Two key standards guide this:
AS/NZS 3003:2018 – Electrical installations in patient areas
AS/NZS 2500 – Guidance for safe use of medical electrical equipment
What Are Body & Cardiac Protected Areas?
Under AS/NZS 3003:2018, certain areas within medical facilities are classified based on the level of risk to patients:
Body Protected Areas (BPA)
Where patients may be connected to electrical equipment externally (e.g. treatment rooms).
Cardiac Protected Areas (CPA)
Higher-risk environments where equipment may be connected directly to the heart (e.g. operating theatres, catheter labs).
These areas require specialised earthing systems, RCD protection, isolation transformers (where required), and specific outlet identification.
Who Is Responsible?
1. The Responsible Entity
(Practice Owner / Facility Manager)
The responsible entity must:
Classify each room or area appropriately
Document the classification
Ensure compliance with the relevant standards
Maintain records of inspections and testing
Correct classification is critical, it determines the level of electrical protection required.
2. The Electrician
(KMB Electrical & Inspection)
A suitably qualified electrician must:
Install wiring systems to meet the required classification
Ensure correct RCD protection and fault loop impedance
Install compliant medical socket outlets and labelling
Verify compliance with AS/NZS 3003 requirements
Provide certification and documentation
Mandatory Annual Testing
Both standards require ongoing verification. Compliance is not a “set and forget” exercise.
Annual Testing
Annual testing typically includes:
-
RCD trip time testing
-
Earth continuity testing
-
Insulation resistance testing
-
Verification of protective equipotential bonding
-
Functional checks of medical area outlets
Regular Testing
Regular testing typically includes:
-
Prevents compliance breaches
-
Protects patients and clinical staff
-
Supports insurance requirements
-
Ensures audit readiness
-
Reduces unexpected downtime

If you operate a medical, dental, or allied health practice in WA, ensuring your Body and Cardiac Protected Areas are correctly classified, installed, and tested annually is not just best practice — it is a regulatory obligation.
